Industrial Zones in Ha Nam Province

After the reconstruction in 1997, the provincial authorities have focused on economic development. Up to now, Ha Nam province has gained remarkable achievements. The GDP annual average growth rate in the period of 1997-2003 was 8.4%. GDP per capita rose from 1.86 million VND/year (118 US $/year) in 1995 to 3.45 million VND (218 US $) in 2002. Industry plays an important role in the province's development process.

The average growth rate of Ha Nam's industry in the period 1997-2003 accounted for 33.3%/year. The proportion of industry in Ha Nam's GDP rose from 9.98%/year to 26.34% in 2002. Up to January 2003, there were 71 enterprises operating in industrial sector (accounting for 30.6% the number of enterprises); 21,141 individual economic installations operating in this field (52.9%); 10,491 employees in industrial enterprises (61.8%) and 40,201 workers in industrial individual economic installations (59.3%).

There exist 40 specialized villages in the province. Every district has specialized villages. At least, Kim Bang has 3. At most, Thanh Liem has 15. Traditional specialized villages with a large number of skilled people are holding effective operation. They are increasingly developing. However, the area of production units in specialized villages remains so modest that environment pollution is possible.

With a view to transforming economic structure and developing industry and handicrafts robustly, Resolution 08-NQ/TU on the promotion of industry and handicrafts was issued by Ha Nam province's Party Executive Board on March 26th 2003 and August 1st 2003. Provincial People's Committee issued Decision 829/2003/QD-UB on the investment in construction and the management of industrial and handicraft clusters in specialized villages, communes, towns; Decision 863/2003/QD-UB dated August 5th 2003 on incentive policies and the attraction of investments to Ha Nam's industrial zones.

In the past time, the provincial authorities built up some centrally industrial zones. In terms of organization and management, Provincial People's Committee decided to establish Board of Industrial Zone Management directly affiliated to the committee so that it can help the committee to manage and operate centrally industrial zones. At the same time, the Provincial People's Committee set up Construction and Industrial Zone Infrastructure Company.

At present, the following centrally industrial zones are built up in the province:

  1. Dong Van industrial zone in Duy Tien district with the area of 154 hectares (phase 1: 110 hectares).
  2. Hoang Dong industrial zone along national road 1A with the area of 100 hectares.
  3. Chau Son industrial zone in Phu Ly townlet with the area of 169 hectares.

Land is being confiscated and infrastructure is being invested in Dong Van and Chau Son industrial zones. These two industrial zones are fulfilling necessary procedures including the submission of detailed plans and investment project to the Government. The provincial authorities lease the total area of Hoang Dong industrial zone to an investor. They also invest in the industrial zone's infrastructure to offer enterprises.

 

Apart from centrally industrial zones, Ha Nam province has been building 5 industrial and handicraft parks in districts and townlets:

  1. Nam Chau Son industrial park (Phu Ly townlet) with the area of 10 hectares.
  2. Bien Hoa industrial park (Kim Bang district) along national road 21B with the area of 8 hectares.
  3. Cau Giat industrial park (Duy Tien district) along national road 38 with the area of 17 hectares.
  4. Trung Luong industrial park (Binh Luc district) along national road 21A with the area of 17 hectares.
  5. Hoa Hau industrial park (Ly Nhan district) with the area of 10 hectares.

Handicraft parks in developing handicraft specialized villages are:

  1. Ngoc Dong handicraft park, Hoang Dong commune, Duy Tien district with the area of 6 hectares. This park specializes in cane and bamboo products.
  2. Thanh Luu handicraft park with the area of 6 hectares.
  3. Nhat Tan handicraft park (Kim Bang district) with the area of 17 hectares. This park specializes in textile industry and wood processing.
  4. Thanh Ha handicraft park (Thanh Liem district) with the area of 5 hectares. This park specializes in spade industry.

Employers in many industrial and handicraft parks and handicraft ones in specialized villages are investing in infrastructure construction and attracting investors.

The construction of industrial zones, industrial and handicraft parks, handicraft parks in Ha Nam province is mainly pursuant to socio-economic project and real demand.
