INTRODUCTION ON DONG VAN II INDUSTRIAL ZONE  

The Dong Van II Industrial Zone was approved by the Government for expanding the Dong Van Industrial Zone as a National Industrial Zone as per Decision 205/TTg-Cn dated January 28th 2005.  The Dong Van II Industrial Zone is organized and operated under the regulations of Industrial Zone, Processing Zone and Hi-Tech Zone promulgated by the Decree 36/CP dated April 24th 1997 of the Government of Vietnam.

 Decision No1181/QD-UB dated September 7th 2005 by Ha Nam Provincial People’s Committee assigned the Hanam Joint-stock company to be the owner of the Dong Van II Industrial Zone.

1. Scope:

a.  Industrial zone:

            Total land area:  263.82 ha, of which:

                        + Phase 1: 135.10 ha

                        + Phase 2: 128.72 ha

-         Industrial land                                       : 177.46 ha

-         Transportation land                               :   31.33 ha

-         Green cover and water surface  :   38.78 ha

-         Storage and warehouses                       :     8.83 ha

-         Administration and services area           :     3.14 ha

-         Infrastructure headworks                      :     4.73 ha 

In addition, in order to serve the Industrial Zone, a suitable area of land is also reserved where it is planned to build up an auxiliary area supplying services for the whole Industrial Zone and its surroundings. 

b.  Housing area serving the Industrial Zone

            Total land area: 46.35 ha, of which:

-         Resident area: villas, houses with garden, apartments, high-stored houses: 22.5 ha

-         Transportation land                               :   19.1 ha

-         Green land                                            :     2.4 ha

-         Public and services structures                :     2.36 ha. 

2.  Location

Hanam is a province locating in the Red River Delta in the North and is an important transportation route to the Southern part of Hanoi.

-         30 Km from Hanoi towards Phap Van-Cau Gie high-way.

-         Bounded by Cau Gie in the North

-         Bounded by National Road 38 cum Ring Road No.5 of Hanoi.

-         Bounded by National Railway and National Road 1A in the West.

-         Bounded by Phap Van – Ninh Binh high-way in the East. A high-way through Vietnam shall be constructed along the East boundary on the Industrial Zone.

-         It is planned to construct a high-way through Vietnam along the East boundary on the Industrial Zone.

-         90 km from Haiphong sea port.

-         12 km from Hung Yen province.

-         12 km from Ha Nam province.

-         1 km from Dong Van railway station.

-         10 km from Yen Lenh river port. 

3.  Rental term:  50 years  

I.  INFRASTRUCTURES: 

1.  Transportation system:

 The internal transportation system of the Industrial Zone is rationally designed to ensure  convenient and free transportation in the whole Industrial Zone.  The road system comprises of:

-         Central road line is 41 m wide.

-         Main roads in the Industrial Zone are 36 m wide.

-         Branch roads in the Industrial Zone are 27 m wide.  All the roads in the Industrial Zone are covered with Asphalt and lighted with modern high-voltage lamps in accordance with the National Standards.

-         One gate connecting to the Highway, 1 gate connecting to the old National Road No1 and National Road 38.

2.  Electricity supply

The electricity of the Industrial Zone shall be supplied from the 110KV grid line of the National grid in the Southern part of the Industrial Zone.  The 110 KV suspended lines connect to a 110/22KV transformer station of the Industrial Zone, then being distributed to each factory through a transportation system close to a tunnel along the fence of the enterprise.

3.  Clean water supply

The water source to supply the Industrial Zone is a local groundwater source.  In the Industrial zone one groundwater exploitation and treatment plant shall be constructed near the area of the central part - green cover and reservoir of the Industrial Zone. The capacity of the water supply shall be 14000 m3/day.

The clean water in the Dong Van II Industrial Zone shall be supplied to the toe of fence of the factories.

4.  Green cover

More than 10% of the total area of the Industrial Zone shall be covered with green trees.   The green trees shall be planted in parks or along the roads as planned in order to formulate a system of green trees in the Industrial Zone, providing nice scenery and balancing the ecological environment.

5.  Communication system and fire regulations

Communication system:  The communication system shall be designed and installed by the Hanam Branch of Telecommunication Corporation, and it is proposed to install one switchboard at the Industrial Zone Administration Office.  From the switchboard, there is a cable network connecting to each factory plot.  The cable lines and cable knots shall be invested to ensure a reliable communication system to meet the demands on different services such as: internet, email, and telephone communication and facsimile through IP.

Fire prevention and fighting facilities:  In order to effectively protect the Industrial Zone, the Zone is provided with a fire prevention and fighting system in accordance with the National Standard.  Fire-hydrants are arranged sufficiently and conveniently in all structures.

6.  Water supply and high-quality sewage treatment plant

-         The clean water for the Industrial Zone shall be supplied from a water supply station with the capacity of 1400 m3/day.

-         Sewage water in the Industrial Zone shall be preliminarily treated by each enterprise to the Standard B before releasing to the common sewage treatment scheme of the Zone.  Then the sewage shall be treated to the required standard before releasing to the water sewage system of the region.  The capacity of the sewage treatment plant is 9100 m3/day.

-         Solid wastes from the factories and workshops shall be classified, collected and transported to the collective dumping ground for being treated further.

7.  Other public facilities and conveniences: Local and one-door services will adequately supply Distinguished Investors; providing consulting services on establishment, consulting services for business administration, financial and accounting; consulting services on construction, design, import and export.

- Social infrastructures

For contributing to the stability of labour forces for the factories and workshops in the Industrial Zone, the Hanam Development Joint-stock Company with its motto “The settlement first then comes the development” the company has been implementing a House and Apartment Project to serve the Dong Van II Industrial Zone in an area of 46.82 ha for which the “Red Book” (Land Use Certificate) was issued by the Hanam Provincial People’s Committee.  The project comprises of:

-         High rise buildings for workers.

-         Villas, houses with garden, apartments for experts, officers, managers and workers.

-         Public buildings:  commercial centers, kindergartens, schools, etc.

8.  Local labour forces

a.  Population

The Hanam province has a population of 813,978 (in 2002) of which 425,780 persons are in labour age. 

b.  Labour force

-         High school graduates:  Laborers of which the labor skills are ranked as primary and secondary levels total 13,000 laborers.

-         Laborers participating in economic sectors: 400,000 persons, of which female laborers account for 51.5%.

-         High-skilled workers who are trained in job-training centers are 99,700 persons of which people having Job-certificates are 41,500 persons (making up over 10% of laborers).

-         Trained laborers are quite abundant with over 11,900 persons who are graduated from colleges, universities and after-universities (making up 3% of total laborers), comprising of:

o       Masters: 34

o       Bachelors: 4,250

o       Graduates from Colleges and High schools: 7,240. 

There are 11,500 persons in labour age but jobless, making up nearly 3% of total laborers.  Annually, the population in Hanam province increases from 8,000 to 9,000 persons, creating an abundant labour force and supplying to different economic sectors. 

II.  PROCEDURES FOR ISSUANCE OF INVESTMENT LICENSES AND BUILDING PERMITS 

  1. Procedures for issuance of investment licenses

- The procedures shall be undertaken quickly and neatly as “one door-one clue”.  All procedures on establishment of enterprise or building up a factory shall be undertaken by the Industrial Zones Management Board of Hanam Province. 

- After the investors submit sufficient documents requesting  the investment licenses to the Hanam Development Joint-stock Company, within 05 days, the Investment Licenses can be obtained and within 10 days, the seals of the newly-established Enterprises can be obtained. 

  1. Procedures for issuance of Building permits

The Hanam Development Joint-stock Company, with its best efforts, shall obtain the appraisal results from the Hanam Provincial People’s Committee within 07 days in order to facilitate the Investors to build up their factories at soonest.
